I have seen bubbles over hard courts and over clay (red and Har-Tru).
Hard courts are more common.
And yes, with the right patience, diligence and enough work, coem bubbles
can be taken down... It requires removing net, posts, lighjt fixtures,
etc., but I have seen it done....
