Somehow, I think you may be misinterpreting the rules. I would
love to know what section you are talking about.
Most sections have various levels or tiers of junior tournaments.
Here in Eastern we have what is known as level 1 tournaments and
level 2 tournaments. Most of the better players play AT LEAST one
age group up in level 2's and many play an age group up when they
get close to their limit in level 1's as well.
There are several instances where the very talented will frequently
play two age groups up in all sectional tournaments.
The most important point is that players get adequate competition.
If they don't get it in their own age group or the next up, the MUST
be allowed to play ever higher, or they won't maximize on their
development.
