Building a tennis court or resurfacing an existing tennis court in Norway is
outside of my area of expertise. Conditions you describe are even more severe
than the outdoor tennis courts at Arlington Heights High School (i.e.,
northwest of Chicago) where I
played high school tennis with light snow falling on April 1st, 1960
