People use the term 'tournament' for many different things. From your
description it sounds that you are not really referring to 'Single
Elimination Tournaments'. If that is the case, you will find a lot of
information about other tennis events which could broaden participation
(ladders, 'leagues', etc.) at my web site, starting at
