A UPS (uninterruptible Power Supply) connected in tandem with your
generators should allow the lights to stay on. A UPS consists of battery
power (with control circuitry) to take over in milliseconds after losing
power and run your lights until the generators are up to speed. The UPS
would then switch over to generator power. UPS systems are used for bank
and corporate computers that would cause irreparable harm if they shut down
for only a few seconds. The cost may be prohibitive for your load (many
watts of court lighting), but certainly would be worth investigating. Any
electrical contractor who deals with computer room installations should be
able to help you.
