There are many ways of doing this, but what I did was run a best
of 3 game tournament, seeding those that I knew were the best
players, and used that to set up rankings.

In fact, MY preference was to continue running tournaments, and
use those tournament results to give me final rankings. If you do
that, you can give a player a certain amount of points for
getting to the finals, other points to those getting to the quarter
finals and so forth.

That way, no one can accuse you of being arbitrary.

I even used compass draws and back draws to give kids even
more opportunity to prove themselves.
