Phil,

I agree with you, but also think that we cannot legislate the number of
times a player puts up a poor toss. One of the issues that bothers me is
that it is acceptable on the high school and collegiate level, but the
pros are serving from 130 to 135 MPH. To drop a poor service toss
without saying anything is poor sportsmanship at the least. A verbal
warning to your opponent(receiver) has to be a must.
