Are tie breakers predictable?

I recently heard a theory that whoever wins the first point of the tie break
(ie: irrespective if it is the server or returner) has a 8 in 10 chance of
winning the whole tie break.

I was wondering if anybody else had heard this or had kept some statistics
to prove or disprove this theory.
