Texas was a pilot for the DNTRP and it worked fairly well. There are still
a few issues that have to be worked out with the rules allowing non rated
players to self rate and how that effects league standings and results
before the computer catches them after three out of level match results.

Also mid-year ratings were also generated from league players only and this
became an issue in Texas with levels tournaments. There were players who
did not play leagues and were not leveled up from tournament results and
there were league players leveled up because of league results at mid-year
and this caused some confusion on how to handle those going for year end
rankings. Texas did not consider the mid-year ratings for tournament play
to handle this issue.

Overall the system worked well and with some tweaking should be fair for all
concerned in a year or two.
